This report provides data and analysis of various aspects of the employment of Bedouin Arab women in the Negev/Naqab. While the failure of Bedouin Arab women to enter the labor market is sometimes attributed to cultural limitations that come from the Bedouin society itself, the report identifies other limitations, such as poor transportation, a lack of preschool day care centers, an unstable educational system, covert and overt discrimination by employers, and language difficulties, as the main causes of the exclusion of Bedouin Arab women from the labor market. The report shows how the change from a passive government policy to an active policy aimed at raising employment rates is reflected in various government committees and decisions. That notwithstanding, this change has not led to the desired increase in employment rates and fair wages among Bedouin Arab women in the Negev.
